A Phase I Environmental Site Assessment (ESA) is an environmental report prepared for individual properties that identifies either potential or existing environmental contamination liabilities. Such reports are generally considered to be the first step in the process of environmental due diligence.
The review procedures for these assessments typically address both the underlying land as well as physical improvements to the property; however, procedures pertaining to a Phase I do not include the actual collection of physical samples or chemical analyses.
Standards for performing these assessments have been promoted by the US EPA and are based in large part on ASTM Standard E-1527-21.
Phase I’s are commonly required by the financial institutions that provide mortgages for commercial, industrial and/or agricultural properties, which contain some degree of chemical storage or usage.
If a site is considered at risk for some degree of contamination, then a Phase II Environmental Site Assessment may be conducted. Such second stage assessments involve actual site investigation, which includes the excavation of borings, sample collection and chemical testing.
